i always thought it was weird that mueller said the report didn't "exonerate" trump. prosecutors don't exonerate. even juries don't pronounce suspects "innocent", they just say "not guilty". the not exonerated thing implies the suspect is guilty until proven innocent.

it does seem a little unfair to say we're not charging trump but then add in we can't say he didn't commit these crimes at the same time
